Operations Center Server Plugin 2.176.0.3

Problem: Credentials cached by client controllers may be lost if the credentials are fetched from Operations Center as Operations Center is shutting down.

Fix: Operations Center has been redesigned so that it signals to client controllers that it is shutting down and updated credentials are not available at this time.
