Local calls made through the CJOC RPC protocol were being executed as Anonymous permission and not the authentication of the user that the call was being submitted on behalf of. Side effects of this issue included that the move/copy/promote functionality would not work when the destination was the same controller as the source when an authorization strategy had been configured to prevent the anonymous user from performing actions
