CloudBees Role-Based Access Control Plugin 5.25

In prior versions of this plugin, roles (and users in those roles) granted the Administer permission would also be implicitly granted the RunScripts, UploadPlugins, and ConfigureUpdatecenter permissions as well. In this version, already created roles will be migrated to continue working the same. Newly created roles that are granted Administer, however, will not be granted those other three permissions implicitly; instead, they must be granted explicitly in addition to Administer.
